Ioannis Kotsiopoulos

Dr Ioannis Kotsiopoulos was born in Athens, studied Mathematics at the University of Athens, and has an MSc in Decision Technologies and a PhD in Informatics from the University of Manchester. Since 2015 Ioannis worked for the NHS in the UK in roles like that of the Chief Information Officer and is a member of the NHS Digital Academy. He was a founding member of the Greek DRG Institute, Deputy Chief Executive Officer of Konstantopouleio Hospital , Chief Information Officer in Dorset County Hospital and has led many digital transformation initiatives. He has worked in the UK on research and technology projects and has published a large number of research papers and articles in international conferences and journals. His research interests are in information systems and the digital transformation of health services as well as healthcare quality and patient safety.

Dr Kotsipoulos served as the Secretary General of Health Services at the Ministry of Health from July 2019 to July 2023, playing a pivotal role in preparing and successfully guiding the National Health System’s response to the demands of the COVID-19 pandemic.

Mr. Kotsiopoulos contributed to the development of an ambitious digital health transformation program (eHealth), funded by the European Union through the Recovery and Resilience Fund, aimed at modernizing the country’s national healthcare infrastructure.

During his tenure, the Organisation for Healthcare Quality in Greece (ODIPY) and the World Health Organization’s Regional Office for Healthcare Quality in Athens were also established—two key initiatives that strengthened Greece’s commitment to delivering high-quality healthcare services and promoting innovation through learning health systems.

Among other achievements, Mr. Kotsiopoulos also contributed to the modernization of the National Central Health Procurement Authority (EKAPY) by transforming it into a Private Legal Entity, and to the implementation of targeted interventions in the field of Clinical Research, most notably through the establishment of Clinical Research Offices in public hospitals within the National Health System.
